This film provides a general introduction to the causes and effects of the many types of flooding. Weather patterns, urban development, and climate change cause severe flooding across the globe. The visual depictions of these disasters are diverse, powerful, and chosen to highlight the damage they cause to human cities. Scientific processes and terminology are introduced, but not explained in depth. Computer simulations are a valuable supplement to scientific explanations of effects and well illustrate both the meteorology and hydrodynamics of landscapes and human development. Urban planning, civil engineering, and migration issues related to flooding are secondary topics. Climate change is mentioned often, but only addressed in more depth near the end.

The film assumes a knowledge or appreciation for the science of climate change. It focuses primarily on France with French scientists and events occurring in the past decade in that country. Subtitles are used throughout except for the English narration. While Asia is also included, since it is the most vulnerable continent to flooding, few residents or scientists are included. The gender diversity of scientists interviewed is notably balanced.
