The documentary, Wind Over Water, delivers the story of the first wind farm proposed for the United States off the coast of Massachusetts. It gives voice to the proponents and the opponents as they state their respective cases. In this time of energy concerns and distribution disruptions, this film is timely in presenting a possible alternative to our current sources of energy.

Ole Tangen has done an impressive job in presenting a well-balanced story of both sides of the issue, without favoring one over the other. It is apparent that he remains focused on the subject at hand. The international scope of the presentation demonstrates that Ole Tangen did his research.

The video quality is excellent and the original music is appropriate and not overpowering. Robin Parmelee is eloquent and concise in her narration and her voice adds another dimension to the film, making it enjoyable to listen to.

Wind Over Water is highly recommended for sr. high through adult audiences. Libraries with collections in the environmental and social sciences would benefit by including this in their offerings. The film also provides a good starting point for debate classes in high schools.
